John It looks like the original deck rusted out and a new housing was installed using the original components from the 917 mower. What you have is the later housing with your early parts, thats why the cast spacers on the under side, those came with the replacement housing kit to get the blade at the right height.

Yep all washers on, tire pressure same. might be because always cutting on a slope. Deck leans down, so uneven cut. will keep trying to get even. Found problem with movement. Deck off, way up is two steel plates that rub together when going from forward to reverse. They get petty tight and do not let the tension back all the way so belt gets loose.

Several years ago, I changed the 60" deck so all the blades turned the same way. I need a new belt and do not remember where and what size I used. Someone was very helpful with this change over on here, but I do not remember who that was, either. I had a parts store measure it and it is Double V 1/2 inch by 127 1/2 inches now.
